Tournament Rules & Regulations

1. Rules

The tournament will be played according to FIFA regulations with the exception of details that are explained within these rules and regulations.

2. Who may participate

All association and federation teams, private academies, football clubs and school teams who are members of their FIFA-affiliated national associations, are welcome to participate in the CIC 2017.

3. Tournament format

CIC U9 / CIC U10 7-a-side
CIC U11 / CIC U12 9-a-side
Sixteen teams per age group divided into four pools of four teams
each. After pool play the first two teams in each pool progress to
the quarter finals, semi-finals and finals for the championship
determining places from 1 – 8. The bottom two teams in each pool
progress to quarter finals, semi-finals and finals, determining places
from 9 – 16. Each team is guaranteed a minimum of six games – on
some days it may be necessary to play 3 games.
CIC U13 / CIC U14 11-a-side
Eleven teams per age group divided into three pools of four teams each. The best three teams in pool A and C and the best 2 teams from Pool B will progress to the quarter-finals for the championship. The
bottom four teams will compete in a round robin to determine
places 9-11. Each team is guaranteed six games – two or three games
on day 1 and day 2 and one or two games on the final day.
Teams get three points for a win, one point for a draw
If two or more teams obtain the same number of points in pool play,
the ranking will be decided through:
a. Result of the match between the tied teams
b. Goal difference (from all pool games)
c. Goals scored (from all pool games)
d. Penalty kicks: (3 penalties, after that sudden-death.
In case of a tie in the semifinals or final of the tournament, the match will be decided with penalty kicks.

4. Playing periods

CIC U9/CIC U10/CIC U11/CIC U12
Two halves – 20 minutes each way (5min break)

CIC U13/CIC U14
Two halves – 25 minutes each way (5min break)

6. Age groups & Dispensation

CIC U9 – Players born no later than 31 December 2008.
Dispensation for two over-age players born in Oct/Nov/Dec 2007

CIC U10 – Players born no later than 31 December 2007.
Dispensation for two over-age players born in Oct/Nov/Dec 2006

CIC U11 – Players born no later than 31 December 2006.
Dispensation for two over-age players born in Oct/Nov/Dec 2005

CIC U12 – Players born no later than 31 December 2005.
Dispensation for two over-age players born in Oct/Nov/Dec 2004

CIC U13 – Players born no later than 31 December 2004.
Dispensation for two over-age players born in Oct/Nov/Dec 2003

CIC U14 – Players born no later than 31 December 2003.
Dispensation for two over-age players born in Oct/Nov/Dec 2002

Note: In addition, dispensation can be given for female players if that player is less than one year older than the age group they play in.

7. Number of players per team and substitutes

CIC U9 and CIC U10 play 7-a-side competition and the squad should be between 10-12 players, preferably 12 players.

CIC U11 and CIC U12 play in 9-a-side competition and squad should be between 12-14 players, preferably 14 players

CIC U13 and CIC U14 play 11-a-side competition and squad should be between 14-16 players, preferably 16 players

In all age-groups rolling subs apply. There is no limit on substitutions made, unless they are used for time wasting, as judged by the referee with a potential yellow card penalty.

8. Match Programme

The tournament schedule will detail the time when the match will be played, the field and the age group.
The CFC retains the right to change the groups, the calendar, the fields and timetables when required. Notice about any change would be given to each team leader with sufficient time.

CIC U9 and CIC U10: NZ$700 (including GST)
CIC U11 and CIC U12: NZ$800 (including GST)
CIC U13 and CIC U14: NZ$900 (including GST)

Registration closes 30 April 2017

Note: Multiple club entry in the same grade will only be accepted if the draw is incomplete.

Once team registration is approved and paid then you can enter your player details. More information on this will be provided after you have registered.

10. Age control

Each player must provide a copy of their passport, if a passport is unavailable please supply a copy of their birth certificate with a photo taken in the last 6 months.

11. Documentation to be presented at each match

Five minutes before every match the team captain must present to the referee their match sheet.

More information about coaches/managers meeting will be providing in due course.

12. Punctuality

All the teams must be at the field 15 minutes before kick-off for their match.

13. Referees

All the matches will be conducted by official referees. They will be designated for each match by the CIC Committee.

14. Team outfits

If the referee decides that one team must change shirts due to a similarity in the opposing team’s shirts, the team appearing in second place on the fixture (draw) must change.

15. Football fields

All fields are of prime quality natural and artificial grass fields
Field size:
• 7-a-side, 50mx32m,
• 9-a-side, 68mx50m,
• 11-a-side 105mx68m.

16. Trophies and Medals

All teams must be present at the opening and closing ceremony related to each team grade.

CIC U9/CIC U10/CIC U11/CIC U12
• 1st place – CIC Championship receive the CIC Cup
• 1st, 2nd,3rd and 4th place receive medals
• 9th team will receive the CIC Plate
• Golden boot for most goals scored in every age group will be decided by goals scored from quarter-finals.
• Golden glove for goalkeeper with lowest number of goals conceded from the quarter-finals.
• MVP. Most Valuable Player for the tournament will be chosen by the tournament director plus two invited experts.
• Every tournament player is going to receive a certificate plus a gift from the organisers of the tournament

CIC U13/CIC U14
• 1st place – CIC Championship receive the CIC Cup
• 1st, 2nd, 3rd and 4th place receive medals
• Golden boot for most goals scored in every age group scored in the semi-finals
• Golden glove for goalkeeper with lowest number of goals conceded from the semi-finals
• MVP. Most Valuable Player for the tournament will be chosen by the tournament director plus 2 invited experts.
• Every tournament player is going to receive a certificate plus a gift from the organizers of the tournament.

17. Behavior

Teams can have their matches suspended as a result of any of the following unacceptable behavior:

• team insubordination
• players leaving the pitch
• assaulting opponents, the referee, linesmen, managers, coaches
• invasion of the pitch by fans of the same team

These incidents or any other cause which forces the referee to suspend the match, will see the sanctioned party lose the game by 0-3, unless the sanctioned team is already losing by a higher score at the time the match is suspended.

Each club will be responsible for the behavior of its players, companions and families, both inside and outside the playing field. Bad behavior could lead to expulsion from the tournament.

The CIC Committee retains the right to make adjustments to the rules and regulations. Any changes to the above rules and regulations will be passed onto to team leaders immediately.

Fixture, results, goals and all the information in regards to the tournament are going to be available on our Facebook page, our www.internationalcup.co.nz and our board display located at the entrance of our facilities.

18. Insurance

All participants must carry their own insurance. The Christchurch International Cup 2017 will not carry any group insurance, and is not responsible for protecting participants in case of injury, illness, theft or damage to property. Please be aware that New Zealand law does cover local and overseas players for football injuries through the Accident Compensation Scheme
